Have you noticed that people from other countries are generally afraid of dogs? More so those coming across the border, some countries even eat dogs so I could see why they would be cautious since dogs where they come from literally fight for their lives.
Ignore the first photo, any clown that's gonna put their hand above my eyes and want me to behave submissively is gonna end up stepping back a few feet not because I'm an ass but because it triggers a defense to a threat.
Law or military dogs would take your hand if you put it above their eyes, that defense mechanism is encouraged in them.
