You need to have the throttle cable adjusted pretty close to get the oil one right.
On the throttle cable, just tighten it up until the slack is taken out. More than that and it will act like you have the idle screws turned too far up. I even back the idle screw clear off, tighten the cable till all slack is gone and then adjust the idle screw later.
Once the throttle one is close, then set the oil one so that at closed throttle the line on the pump lines up with the line on the arm.
Start and set you idle, and if there is slack in the throttle cable then tighten it a bit so that the deadman switch doesn't activate.
Then check the oil cable adjustment one more time... I actually set mine a titch... maybe 1/16th, rich on the oil cable.
