I looked into this a little more.

You can lease the land for up to 20 years based on the USFS permit issue acceptance.

So when you buy it the USFS can terminate the permit and reissue the application with more restrictions and the permit can has an issue of only 1 up to 20 years.

For instance a cabin we have on leased USFS land has a 20 year permit BUT they sent us new requirements on the dwellings for usage. They gave us 180 days to comply or they would revoke our 20 year permit and ALLOW OTHERS TO BID ON THE USE OF THE PROPERTY REGARDLESS OF OUR IMPROVEMENTS. IN FACT THE USFS CAN MAKE YOU/ BILL YOU TO RESTORE THE PROPERTY IN ITS ORIGINAL CONDITION!!!

I didnt know they didnt own the dirt...I know of some 99 year leases in Glacier National Park, MT. But 20 years isnt very long.
