All you have to do is look at your local municipality power plant.
Ours was so bad that when they tried to sell to the competition the infrastructure of it was completely failing so badly that it killed any negotiations. The city invested millions of dollars over several years and then basically give it away to get out from under it.
The mural they added made it all better.
