Here's something to think about....
If someone were harming their master, most dogs would use whatever methods necesary to protect them.
Hmmm.....
Seems only fair we should reciprocate.

why not call animal control...kick the offending neighbors but??? anything....

Well I'll be, we got us another keyboard tuff guy. How do you know that if the dogs were poisoned on someones PRIVATE PROPERTY and I mean the persons property that did the poisoning. How do you know that this person hadn't tried 7 ways from Sunday to resolve the issue, with all ways failing. Then he resolves the issue himself. That would not be cowardly. As I have said many times on this thread and I will say it again in hopes of getting through to you. If the dogs were poisoned on one mans private property, He has every right to do what he wants to animals that come onto his property. If it was a random indiscriminate act all over town the heck yea hang his butt. What would you do if I came onto YOUR property with an excavator and just started digging holes all over whenever I felt like it while you were sleeping or not home?????????????? You dang sure would lay in wait andand run me off. And if I continued to do it you would more than likly resort to stronger tactics. Got it now? Keyboard tuff guy

If we were talking about one dog, you arguement would make a little sense.

Not the case here.

Even if it were, the ONLY way his acts would be justified is if he told the owners he intended to kill their dogs.
He did not. This makes him a coward.
Yes, he's a coward & anyone who would act the same is a coward.
