Not that it matters, but I wasn't the one that made the final decision to turn off the rep. But, of course, the ultimate reason for it happening was some people's abuse of it. Ironically, the same ones that are complaining that it's gone were the ones who caused it to go away.

Not always. Depends how much chaff there is. I could give you some mundane formula, but suffice to say if it will take more than a couple of minutes to clean a thread up, then the thread comes down.
