Quick help with '08 M8 float skid

Trying to put an '08 M8 skid under my '05 M7. Bought a used unit with a few missing parts which I knew was the case. In the attachment the snap ring, item # 18, does that snap into the groves on the axle tube?

Sorry but need more help. Based on the pic attached, I think I have all the needed parts but now am unsure of the order they go on the axle. First assumed they went on in order of drawing but clearly won't work that way. I now assume idler wheel goes on axle first, followed by snap ring. However, that leaves just the wave washer (part # 15) and the 'bearing' (part # 5) outside the wheel. Since the remaingin part of the axle outside the wheel is longer than the bearing I don't see what value either of these parts add. I've got to be missing something. Who can help me out?
 
that bearing or bushing as i call them goes inside the hollow tube. that is for between the shaft and tube. then you put the wave washer, wheel, and finally snap ring.
 
It worked good for me to have the rear arm assembly out of the skid before trying to put the wheels and snap rings on. Get two pieces of 1" ID tube 3 to 4 inches long. Put the wave washer, wheel and snap ring on one side, then put one tube on that end, put it straight up and down on a block of wood. Put the wave washer, wheel and snap ring on the other end and use the other piece of tubing and a hammer for a driver to seat the second snap ring. You could probably do it with the rear arm on the skid, with a second set of hands to hold the tube and push against the far side while seating the snap ring.
 
I had the whole skid out already anyway. Did roughly what you did but just used a screw driver as a kind of punch to seat the snap rings as I didn't think of and didn't have handy a piece of tube. Thanks for the ideas!
