Kurts Gear Down Kit Install

I have the kit on, but on the larger sprocket there is a black bolt taped to it. The instructions don't say where to use it? Top, bottom or is it a spare? If I do use it, what configuration of washers do I use? Going on a 2018 Polaris Pro Rmk 800 155.

Also, there were two washers that appeared to be glued together, do they stay together or does one go on the top sprocket and one on the bottom?
