Any generic spanner will work, especially that adjustable one. You just need to be able to get two of the nipples within the holes, 20ft lbs isn't that much torque.

Again, 90degrees though. :face-icon-small-win
 
Looking at a bunch of Adjustable Pin Spanner Wrenches online right now.
Trying to find one in the right general size zone.
 
Don't buy a spanner wrench you will never need it for anything else ever. I would just use loctite and a punch like others have said. Also you may want to check a parts store to see if they rent tools.
 
I have found a series of Pin Face Spanner Wrenches that run about $10 or so.

Just trying to find exactly the right sized one for the job.

This is what I have spent my day working on

Inside Diameter "Center of Pin-to-Pin" = 43mm

So all I need to do is find a Pin Face Spanner Wrench with a Pin to Pin distance of 43mm, pins that are 2-3mm and I can get this PTO Seal properly installed and torqued down and move on to the next step.

And ya, I know, there are lots of ways to get this thing on and tightened down without actually getting the proper tool for the job, but if I can find that tool I would just assume have it for when this needs to come off in the future.

I made a tool that will work with your torque wrench that I use here at the shop, just shoot me a PM and I will get your address, just ship it back when you are done.

As it is, Slash came over last night and used a set of 90 degree needle nose pliers and torqued it based on his 20 years of hands on experience...

I trust that he has a pretty good feel for what "20Ft Lbs" feels like.

A set of needle nose pliers are about 6 inches long so if slash put he entire body weight on them it is unlikely that it would even be 20lbs. The guy could hide behind a street sign pole. J/K haha.

Ok all kidding aside. That sounds good!

If you ever have to do this again, check out the tool selection at your local higher end bike shop. I have a spanner that is made by Park Tool that is designed to remove the lock ring that holds in the bearing races on my mountain bike bottom bracket (crank). I just measured it and the teeth are about 40mm apart and the inner measurement is 46mm so I think this would work perfect. The part number is HCW-5.
