Not bad, ISP, from an area you can't even get cell service.
I'm locally throttled no matter which server I hit.

FYI (sldguy): a "kb/s" is a 1,000 bits per second, it takes 8 bits to make a byte. So, if you're downloading (or uploading) a 1 Meg picture, it will take 8 seconds to move if you have a 1,000 kb/s line, and will take 0.8 seconds to move if you have a 10,000 kb/s line.

that server there testing on is how fast it gets to them, if you look there is distance and ping higher ping = that your farther away from that server there doing the testing on, it's the same for video games if your in south dakota and playing on a server in texas your going to have higher ping and and a slower refresh rate, and if you were playing with a guy in texas and he was 40 miles from the server he'll have a really low ping like 33 and have a high refresh rate with a better connection
