The guy will walk with no charges filed if no victim is there to testify that they had damage or loss. Somebody probably saw it happening and called them, so they make the arrest, but nothing will come of it. You need to call Enumclaw PD, and tell them the date/time and give witness/victim info or he will be back ripping the rest of us off tomorrow. If you watch this kind of stuff happen and do nothing, you are just as bad as the jerks who do the stealing. You gotta stand up and do the right thing! Everyone complains, but if you are gonna refuse to "get involved" you are part of the problem.
