Looks like a trainer, If I remember right that is what the yellow band designates.

In the airforce world yellow = real thing and blue = training munition. The army could be different but I'm not sure.

I would have cleaned the sucker up and kept it in the garage. lol. He did the right thing though by turning it in. I want to see where/who it ends up being tracked to.
