getting this code on the phazer please help it something with the fuel pump wires anyone come cross this and how to fix this

I just read a post on TY that there is a ground strip and on that ground strip there is I believe one positive wire that goes there but is not grounded, my recollection is fuzzy but I saw one with this problem once and the problem was there and the problem did involve the fuel pump and a no start issue.
