Do the right thing!

Contact the folks you know in the local snowmobile club(s) that are active and will make the WSSA and FS aware. Write your congressman. Make it known we support Erin and the Forest service keeping this road system open.

Erin Uloth was at the Whatcom County Snowmobile Association club meeting last night and had a long dialog with the club members that highlighted a few issues that are crucial.
1. The plan that Erin has proposed is different than what was reviewed.
2. A lot of people who reviewed the possible options during the public comment period think of "Canyon Creek Road" as all of the CCR road system and don't see a difference between road 31 and road 3160, Erin seemed surprised by that.
3. Two seperate road closure discussions were ongoing simultaneously and people didn't realize that comments were needed in both discussions, Erin also seemed surprised when she realized that was causing confusion.
4. For someone to have an official voice in the objection process they needed to have submitted a comment during the public comment process. The problem there is that if someone is only now realizing that road 31 and road 3160 are different than it's too late to officially object about closing 3160.
5. Decisions are not closed, there is still some room to negotiate and different people are taking different approaches ranging from bringing in legal council, attending the objection meeting (open to the public but seats at the official objection discussion are by invite only, fortunately we have a good snowmobile representative at the table), and reviewing previous agreement (MOAs) that protect the club interests with the Forest Service.
6. The club formed a new committee to address a better maintenance plan for our roads that we support (our time and equipment) and is in cooperation with the Forest Service.

At this point, more active club members, attendance at the objection meetings, and written correspondence with Forest Service officials in Washington DC will help save our riding areas.

Re: Objection to Upper North Fork Nooksack River Access Travel Management (ATM) Project.

Pursuant to 36 C.F.R Part 218.5 we file this objection to the draft decision for the Upper North Fork Nooksack Access and Travel Management Project (herein referred to as “Nooksack ATM”). The Nooksack ATM project is in the Mt. Baker Ranger District of the Mt. Baker – Snoqualmie National Forest near Glacier WA. We are in particular looking to keep open FS Road 31, 3160 and 3170 commonly referred to as Canyon Creek with references to “Bear Paw” and “Excelsior”

Maintaining road access provides an infrastructure to snowmobile in the National Forest that can be enjoyed and utilized for recreation and thereby contributes to local economies. As snowmobilers this area is of special interest to us!

Our objection is based on the Draft Decision Notice: Nooksack ATM’s failure to meet its goal. We maintain that the rationales for scheduled closures such as the justification that the ATM are flawed arguments. We question the justification that closing certain roads to the general public is necessary.
We believe in the scoping of ATM process there was confusion on impact of the ATM on roads 3160 and 3170. Without knowledge that a shift in forest access was being considered, we think snowmobilers had little chance to make initial comment and object.
1. Local volunteer organizations and Snowmobile clubs are willing to help with maintenance on these roads.

2. The effect on the rural community economy of losing major snowmobiling areas due to a bar on the ability to groom routes and hurt access has not been effectively evaluated and dealt with in this process.

3. This clearly contradicts the ability for snowmobilers to access one of the few Alpine areas outside of the Wilderness boundaries in the Mt Baker Snoqualmie Forest Plan,

We assert that snowmobiling on accustomed and traditional grounds is further secured by keeping 3160 and 3170 open for access and grooming.

4. Formal agreements with partners specifically the Whatcom Snowmobile Association in proposing to close FSR 3160 and 3170 is dismaying. To make a change without consulting a long-time formal partner demonstrates a lack of consideration and respect. Failure to refer to existing Forest Service documents demonstrates a lack of due diligence. It’s also dismaying that Forest Service does not recognize the contributions to effective road upkeep that the Club has played in obtaining past road maintenance grants for brushing, ditch work on FSRs 31 and 3160 and for culvert replacement on Road 31 at MP 8.50 and 8.735. The closure of Road 3170 does in fact remove access to Bear Paw Lake Trail No. 4430 which is in conflict with the statement in draft decision that asserts there will be no loss of access to official trails.

We believe that agreements made with Whatcom Snowmobile Association were recognized in environment assessment documents that were incorporated into the Forest Plan. Thus we think officers of the Whatcom Snowmobile Association need to be involved in any future written agreements. Relying on just one e-mailed inquiry and failing to follow up to establish affirmative contacts for discussion demonstrates a disregard for courteous, cooperative governance.
We snowmobilers endured a three year closure of this area from 2012 to 2015. We hoped this experience would lead to a more proactive approach to keep this open, instead of emergency reactive type mode of behavior. With outdoors recreation being a multi-billion dollar industry, upon which many rural communities depend, such decisions are critical for them.
We look forward to the Forest Service keeping FS31, 3160 and 3070 roads open for public use.

i have not ridden this area for years, but i would like to write a letter. so is the primary emphasis to keep roads 31, 3160, 3170 open to the public for snowmobiling access?

i dont trust the FS for a second, that response she wrote saying we "dont intend on closing it but have the right" is the death of access. the FS will mislead and lie, then Boom, its closed forever.
 
someone made a good point..if they dont have the money to maintain it..they shouldn't have the money to patrol it..

the trail will be bumpy, and no warming hut... but, open riding area.
 
The problem isn't the lack of patrol, it's that they might pull bridges and culverts if they decommission a road. A closure was explained as no wheeled vehicle or groomers but sleds would still be allowed. The challenge though is that we were driving most of the way up 3160 just to get to the snow line 2 winters ago.

The parking for this riding area can be at elevations from 2200' to 5200', so road access is critical. They will not close it if we as a group make a big noise about this. If you sit around and say "we will just go in there anyway" IMHO you will never ride there again.

Groups of "minorities" protest, demonstrate and yell to high heaven to get their way with the Federal Government. Look at the results: They get their way! And at the Government's expense, we may add!
 
Objections

The vocal minority gets listened to on the matters. Do not give up! When we do not object the Government says: "We did not hear from anyone so we thought it did not matter."

i emailed a letter on sept 15, and the forest supervisor sent me a $6.47 certified letter telling me that my "objection is being set aside without review" because it was not received within the 45 day comment period. so, it was published in the skagit herald on july 29. that would make my letter 1 or 2 days late. what a bunch of sh*theads. unless you sent your letter on or before sept 13 or so, it was simply round filed by the forest circus

I got the same letter too, phone calls have been un-returned from Erin and others. :bowl::bowl::bowl::bowl:

it would be good if someone in the area can keep an eye on these bear paw access roads and see if the the FS sneaks up there and "decommissions" any of them, which i would not be surprised if they do that. I would propose that if that happens we get organized and ready to perform civic duty and re-open them.
