Balanced budget. If you need more you cut it out of something else. You get donatons from people for your pet projects. You quit giving all this money to foreign countries when Americans are in need. Yes, you spend the money. You don't take people's money if you don't need. The question is what is the need. You make states responsible for their own poor decisions. Just like a business, you don't bail them out. You vote them out. you deal with the mess you voted in. You don't get more money unless taken care of in a timely fashion in a crisis. What is wrong with the current system of accounting? Is it that you aren't aware of how the money is spent? Even at the smallest government offices the data is public. Do you check it and go to town meetings to discuss? Do you think the federal government could do a better job on accountability? What would you improve? It is all public data now but it is volumes of data.
