98 summit 500 no throttle response

I have a 98 summit 500 and I don't know a whole lot about the sled, but I do know that it has had the hac taken out and then it just has no throttle response at low rpm, but if you get the rpm up a little then it works great. so if someone can help me fix this problem that would be much appreciated, and thanks in advance.

need alot more info what jetting are you running, clutches in good working order , last time cleaned , has any one messed with the rotory intake timing? gearing?
