31 attempted cases in 1 billion votes IS statistically nothing.

Most cases are unintentional, so it's much less than that actual attempted fraud.

Most of those were caught, so the amount of actual, successful vote fraud that actually happens is insignificant.

Point is, it should not be happening, not even by accident. But it does, and its always pawned off as "statistically not a problem"

I'm not sure you understand what "statistically insignificant" means. In any large sample, there are going to be errors. Get 10 people to each count 5000 ballots. I bet you'll get 10 different answers. They should all be close, but I bet they're not identical. Doesn't mean anyone did anything wrong.

Since election results are hand counted, that does introduce some error. Hand counting can introduce error of around 2%. The "fraudulent voting" you're complaining about? 0.0000031%. Insignificant.

As for the "accidental" part:
Someone gets a ballot in the mail, votes, and sends it back. A month later, they don't remember doing that, and go to their polling place, and vote again. That's going to happen, and you can't prevent it. But it gets caught by the system, as it did in the article you linked that you keep insisting shows the opposite.

Strict voting requirements and keeping some records would knock down that second vote that was done by "accident", not to mention dead people, mickey mouse, people with no valid ID (I bet they have a valid ID to pick up/cash their assistance check) goes on and on.

I am sure voter fraud happens on both sides. I mean we are talking about politicians. It's clear that Billary is a better liar,but Trump is in it win also, add party bias and fraud is going to happen I don't care which party it is.

Cases of ineligible voter registrations. Yes. That comes from not purging voter rolls very often, because it costs money. Little to no evidence of people actually voting twice. If you've got proof to the contrary, I'd love to see it.
