Who pays for the trailhead plowing?

This last weekend at Rabbit Ears got me thinking about who pays for the trailhead plowing? The snowbanks at Muddy Creek have to be 15 or 20 feet tall. Moving all that snow at the trailheads is a lot of work, time and money. Does CDOT or the county do it out courtesy or do they get reimbursed through the Forest Service or State Parks. What about other areas / counties?

20' high and 80' in from the edge of where the lot started last fall! I've never heard the clubs taking credit for it, so I'm guessing it's all the taxpayers. They did a good job this year, for the most part.. Groomer came through last night.

CDOT plows it most of the time. Every once and awhile the club groomer will push back the piles.
