What is this rubber strap for?

I picked up my 25 expert turbo with the 10.25 inch gauge and this strap is in the glove box. What is it for?

What does that do dave? ( I have a '24 ) lynx. Super confused. but i guess that strap is tiny now that I see it in relation to the seat.
