US House Hears Bill to Close Trails

House bill heard to close snowmobile trails

The House Committee on Natural Resources held a subcommittee hearing on May 5 dealing with passage of a wilderness bill that would close snowmobile trails, according to the Blue Ribbon Coalition.

"Organizations with diverse interests who, in the past, have been at odds with each other (wilderness advocates, wildlife and fisheries groups, mountain bikers, snowmobilers, timber companies, mill owners and ranchers) are working collaboratively with the Forest Service to resolve differences and come to agreement on the best approach to national forest management. This bill would, unfortunately, shortcut much of this collaboration and collective ownership of solutions," said Joel Holtrop, Deputy Chief for the National Forest System, at the hearing.

The Northern Rockies Ecosystem Protection Act (NREPA), also known as H.R. 980, has sparked grassroots opposition to legislation which would limit recreational access to public lands by deeming them federal wilderness lands.

"Our phone has been ringing off the hook and our email in-boxes are flooded," said Greg Mumm, Blue Ribbon Coalition's Executive Director. "The recent flurry of Wilderness bills being proposed and/or signed into law has raised a red flag in the access community. Widespread opposition to the massive Wilderness bill is rising among individuals, groups and local governments across the West."

H.R. 980, first introduced in 1993 by Rep. Carolyn Maloney (D-NY), would designate 24 million acres of Wilderness across five Western states, (Idaho, Montana, Oregon, Washington, and Wyoming).

"Under this bill, the 2 million acres open for snowmobile use on the Bridger Teton would decrease to only 712,830 acres. Our analysis also indicates that summer off-road motorized recreational acreage would decrease from our current 1.7 million acres to only 646,091 acres," said Joel Bousman a Sublette County commissioner from Wyoming at the hearing.

"Sublette County, Wyoming, appears to be putting all its eggs into the oil-soaked baskets of drilling and motorized recreation. But if Sublette County doesn't protect its other basket of abundant natural beauty and the wildlife a healthy ecosystem supports, its residents may wake up one day, as some communities have, to find the providers of short-term abundance gone and their sustainable abundance lost," said Carole King Klein, resident of Idaho and singer / pianist.

Brian Hawthorne, BRC's Public Lands Policy Director, speculated that NREPA was moving up as a priority for recreation advocacy groups, including mountain bike and sporting conservation groups, perhaps because the growing influence of the green lobby on decision-makers in Washington DC.

"We don't know if the Wilderness lobby really thinks Congress will let eastern politicians draw lines on maps around lands they've never seen, or if this is a strategic ploy to make smaller scale proposals seem reasonable by comparison. Either way, the recreating public should be on high alert," observed Hawthorne.

BRC is urging its members to contact their legislators and express opposition to the passage of NREPA and has provided a portal on their website to easily contact legislators. http://www.sharetrails.org/rapid_response/

The Subcommittee on National Parks, Forests and Public Lands hearing was only held to learn more about the bill and no decisions were made at the hearing, said a House Committee of Natural Resources' press representative.

you would think the big 4 would step up, if they shut us down they are going under....

And if they can shut down Snowmobiling they wont stop there. ATV's, dirt bikes, etc... will be next. Pretty soon we'll all be walking!!!

I've never understood this.. why crack down on snowmobilers at all.. when theres a few feet of snow on the ground, the machines don't disturb the natural surface of the earth at all! They float above it ontop of a protective coating we all love and enjoy called SNOW!!! I never have understood that.. In a small way I can see shutting down atv's due to their destructive nature tearing ruts through wildlife habitat and what not but 90% or atvists are more responsible than that and like to keep things the way they are.. I'm an avid quad rider myself but I stay on existing roads and trails (unless at the dunes of course) and respect the preservation of nature. The only thing i could see worth *****ing about in any power sport would be those jackazzes throwing their cans and bottles and other trash all around and leaving it.. I live in a national forest myself and i believe in packing out what you pack in.. a backpack isn't spendy and doesn't weigh much and 90% of power sports equipment have some sort of storage compartment.. I guess i don't see the big picture

It really pisses me off that this damn woman from New York puts this bill in when it will never effect her, i don't know if she was abused as a child but take your anger out on New York not the West we are still some what sane:D leave you politics where you are, don't you have enough to worry about? Take Tonys Grove for example, greenies have wanted to shut it down for years, and why? so 10 people all winter long on skinny skies can enjoy it:mad: makes sense seems how over a thousand snowmobilers enjoy this territory. let 10 people enjoy it instead of thousands damn liberals.

Here in Elko... its already happening. The Ruby mountains are some of the best in the U.S. If you've never heard of them its because they're easily 50,000 acres (East Humboldts incuded)... and its ALL locked up minus the 1500(?)acre Lamoille Canyon we were left with. Ever hear of the "Jarbidge Shovel Brigade"....Jarbidge Wilderness's "South Canyon" about 70 miles north of here. (THAT battle has been going for over 10yrs now, and continues)... and were still batteling. Currently the Forest Circus "duped" us. 5yrs ago they enlisted the help of locals to "map/GPS" trails to update maps. I assisted as a member of the off-road club at the time. At THAT time, they assured us there would be NO closures... today ,the locals and county are trying to stop them from "locking up" over 500sq mi of trails! I know this... Im gonna keep riding MY backcountry!

I talked to some Elko guys at one of the snow shows. They were madder than hell. Said they pretty much lost all their best riding.

The environmentals don't care about snowmobiles, or anything else. Their goal is to ultimately return half this country to an uninhabited state. NO people allowed. They just turn groups against each other, until everyone that's been disenfranchised, turns on those remaining. It'll happen, happened back east, it will happen here.

One of the greenies favorite tactics, is to gradually close areas, crushing more and more people into smaller and smaller areas, until they can claim over-use. That's their long term goal, shut it all down. They obviously get great joy in ruining others fun.

Well all i've got to say is, catch me if you can!!! I'll ride my mountain til the day I die, was born and raised on it, and if they think their gonna stop me, they got another thing comin. This one bowl we call superbowl has been offlimits for years, i still shred it.. it has the most insane climbs, jumps, and shreddin i've seen in most places.. when I see the rangers comin on sleds, i just climb up and out.. screw them. I've lived here longer than half these "law enforcement" people have been alive! BRING IT!!!!!!!!!!

X2. If the tree cops can catch me they can give me a fine...goodluck. I WILL ride in my backcountry and i do not care who's "laws" i am breaking.

Oh, they'll use helicopters, and spare no expense to catch you. Robber, drug dealer, and child molesters aren't anywhere near the priority they'll put on us.

Is it possible, some bill like this could push the west over the edge?

Thats true (forest service up here put the rangers on 900 rmk's:eek:)... good thing they dont know how to ride em!:D For the first time ever, I actually had the tags and paperwork on my trailer checked (along with all my buddies)... and heard rumors that the ranger was radar-gunning riders coming back to their trailers. On top of that, rumored they had a FEW beers that day (blew less than .02) both guys had to leave the rigs and have their wives fom town come and get them... again rumors. Also rumored the rangers read these forums as a tool to keep track of who rides where:rolleyes: (i believe it). And as we all know, its frowned upon in the community to ride out of bounds... JUST NOT BY ME!!!:D

Oh no its real.. just this last season in the North Slope region, 125 DUI's were issued to snowmobilers who were either carrying alchohol, or who blew over the limit. Snowmobiles were impounded and taken to the impoud in Evanston. Bilers were arrested and transported by bus to the Uinta County Jail for extradition to Summit County Jail the following Monday (arrests were made on busy weekends and through the holiday break) 125 peopl in 2 weeks... that was just here!!! They had checkpoints by the ranger station in a narrow part of the heavily used groomed highway with fortified fence and everything. The only reason i know this is because i had to bail two buddies of mine out of jail! I never have actually seen these "barricades" or see how they stop you but if I ever came across one I would pin it to win it! Needless to say I just don't use the highway much anymore anyways, the primary loop I have mapped out covers all the goodies on the west side of the highway and doesn't ever touch snow covered pavement or trails in any way shape or form..
