Judging by that photo, your first cup was more than half foam I had to suffer through about 10 cups of foam before it started working right.

I stopped when the foam reached half-way. It says to make sure and keep it level. I bet it would not take much jostling to get it foamy though? Like most product problems they tend to be user error
