Snow at 8500 feet in Truckee but nowhere else?

Weather report says rain likely over ridges on Thursday except TRUCKEE where it is suppose to snow. At levels down to 8500 feet.

Is this a lake effect?
 
Some quick elevations for ya....

Lake Tahoe sits at about 6225ft+/- given the water level
Truckee sits at 5840ft
Castle Peak (around Cathedral bowl) is at about 8795ft.
Mt Rose. 10,776ft

It is common to see lake effect snowfall in the Tahoe basin but its likely that this system wont create any.

noaa is saying a little snow in mammoth now, but our base is gone we need a good dump before we can head back out there, as much as this pains me to say.. I'm running out of stuff I can do to my sled to get it ready for this season.. It needs to hurry up and snow or i'm going to be hurting in the wallet soon.
