i beleive it means to protect public lands FOR public use.

"We the undersigned support the creation of a federally legislated Semi-Primitive BackCountry Recreation Designation to preserve all existing Multiple Use lands for all existing forms of recreation & management"

That pretty much sums up what its trying to do.
