The washout is about 1/2 mile below the turnoff to Conrad Meadows to the right, and to the left is the 1070 road. So yes it is above the 1040 road, and access to Klickitat Meadows by the 1070 road is cutoff. The road repair is scheduled for August-Ocober 2018.
