Will this years KMOD be able to upgrade to the Evo spec KMOD?

Yes as far as the chute climbing package, it will be available through K MOD or Evolution as an upgrade.
This Package will be std. on the Evolution skid.
The Evolution rails will be specific to them but there is no geometry changes,
just ascetics.
