quick chain case cover Q's

I'm about to re-install my chain case cover. The rubber gasket is good, but there was some silicon stuck to the sealing area around the edge of the cover. Are you supposed to put a small thin bead of silicon around the edge of the cover as well as the rubber seal?

Have done it both ways and it did not leak without, remove the o-ring and clean the case real good then just put it together it will be fine.
