I am an original.... not trying to stir the pot... just get sick of all the assumptions that get made about things when nothing has been done about it yet. It is hard to argue technical points (which people are doing) when we don't even know what the states will do.

Good plan you definitely fall right in line with the other liberal thinkers on this one. And then you contradict the idea of building codes that you support by saying that the person has the options to choose the method and so does the market. However if placed in a building code the method options are then part of the code and exclude others not specifically listed so it does not reflect a free market.
Oh and I especially like the part in which you pull the usual liberal move of.

How about letting people and the free market decide how and when to do that. Oh yeah that's right that wouldn't fit into the liberal mindset that they know better than anyone else how and where to spend the peoples money.

ummm... Where do the incentives come from? Your taxes right? So by spending the govts money (our money) on incentives, you are increasing taxes. Who is paying so that a person can more cheaply reap the benefits. Isn't that like double dipping? Negative reinforcement works great when it is not clear or is dynamic what the positive reinforcement should be.
I thought it was clear. I was comparing the issue to similar of that of building codes. Then I thought it was clearly stated what I thought would be a better idea to address the same issue.

Yes, smart people know better on how to spend money then dumb people. I thought that would be pretty easy to understand. Look at all the people on here that spent extra for a more efficient building and are reaping the benefits of that. Would you not say that they spent there money wiser then someone that didn't?
Energy is important to our country. Sorry, but it is becoming more and more of an issue of greater importance. I mean there is even a Department of Energy from the Fed.

Did I say spending money on incentives? NO I said very clearly tax breaks for those that do it. That would mean a greater refund of the taxes the people ALREADY PAID IN!!! Not another EIC that pays people money they didn't pay in.
In a free market like you mentioned (without actually using it), it is clear what the incentives are via the aforementioned tax break and the long run savings of higher efficiency.
OK if that's what you meant by the free market option then yes that'd be correct application.
At least your admitting it, acknowledging the fact you have a problem is the first step to recovery.
Yes I would say those that spent the money up front and are saving it now is a smart move.
HOWEVER your missing the point of a free market and the free will aspect that most everybody in here is trying to cram down your ear hole.

Yes it is, and the free market will address that if dipshiat govt officials would quit trying to fuk with the market. The Cap and Trade bill does exactly that and will not have any net effect on the environmental issue that they are using to cram it down everyone's throats. It only serves to create another obstacle to business and a trumped up market filled with funny money to tax. All of the costs of which will be passed on to the consumers.

That is the same thing as getting money back. You are getting money that would be diverted to .. lets say the military or defense, and instead getting it back to change over your windows, and then enjoying the monetary savings over the lifespan of those windows. Were would the extra money come from to replace what was originally spent elsewhere..

I get it, just find it funny that people seem to have objections here, but then they are completely fine / ok with all the rest of the decisions govt makes for you....

How about getting rid of some of the handout programs that don't do anything but wealth redistribution. Like EIC (earned income credits in case your not sure what I'm referring to).
So lets play the end game. They remove every single service that you do not like. Every dollar is spent according to your wishes as to what a govt should be doing.
All the money coming in is spent very wisely, by your standards.
Now you get a tax rebate to better your house.
Where does the money come then? If everything is important, they will have to increase taxes to pay for your reimbursment. You are correct in that they could just reduce services / payouts.. but you have already deemed them necessary.
Where does the extra money come from then?

Thanks for proving my point that many of the things they think are important are pick and choose handouts designed to get votes.
If the govt spent all the money wisely there wouldn't be a need for a tax break as I would have more money in my pocket and would have already made the upgrades OR I would be suffering the consequences of my own inaction and paying a higher electric and heating bill. Hence the FREE WILL point all along. It's not their money to take and spend on a pet project, therefore if they didn't take it in the first place I wouldn't need it back.

If the above was true (necessary spending only), all the more reason for a flat tax, everyone pays their share, no more no less. The IRS becomes a fraction of the size it once was because they need only to affect the people trying to cheat the system, thereby saving more money.
I realize that under the current Govt spending structure the flat tax would be high, however it would also bring in a lot of money that isn't there now by bringing into the game the 40% of working Americans that at the end (while using IRS people's time and budget) get back all that they paid in or more under the current system.

Ruffy is a good socialist, he believed Obamas promise not to take money out of his side of the bucket. This new bill is extremely unfair to the taxpayer, bringing our buildings up to standards cost a lot of money that isn't there right now and we don't want to borrow it. The government is in a different position, they bring their buildings up to standards and tax us to pay for it. Ruffy's commennts about how government buildings should set the standard shows that he's forgotten that Uncle Sam has no money, he borrows from his nieces and nephews.
The cap and trade language excludes the government on polution standards too, so the Forest Service can continue to burn down our forests while we have to pass emmision tests on our vehicles, stoves etc. BTW, one medium size wildfire puts out more pollution in a week than all of our nations vehicles emit in a year.
