OEM Panel Heat Shield

Anyone know of a good epoxy to use to keep heatshield on the panel (right side), temporary removed mine, have installed with two different epoxy's to try to put it back on and no luck.

I don't really care to read or hear your thoughts/reasonings of permanently removing the OEM heat shield.
 
I'd try RTV silicone. I generally find epoxy to be disappointing: a lot of things you'd think it'd work great for (like repairing plastics), it doesn't remotely hold up to. Meanwhile, I pulled the sway bar from my old sled and used some aluminum flashing material, glued with silicone, to cover the holes. Obviously a low-stress application (similar to the heat shield), but just from poking and prodding, I'm pretty sure they're not going anywhere unless I decide to remove them!
