To compare with a boosted sled you need to do some real work.
You can compete with a PG M8 for about 1/3-1/2 the price of a turbo though (with an M1000), so it's not unattainable.
I have run a few levels of tune on the 1000's & currently am very happy with Y, intake, head, can, oil delete (and semi-fanatical weight loss). This combo runs with a pg 8 up to about 7-7.5 psi, then they'll walk away. As far as running with a PG 1000... never ridden one but I doubt you'll see it happening.
If you're looking for a mid level of tune (and a mid level of $$), there are setups out there that work VERY well for nowhere near the cost of a turbo, but don't expect to be walking on race gas setups.
I doubt I have more than $2k retail into the current sled I'm riding & it's a blast & has given me 1700 ZERO issue miles so far. (not all sleds will allow you to go this far without a box or fuel reg though, just FYI)
