Democrats represent the "blame transference" constituent voter.
Those that want to blame their plight in life, on race, are democrats. That also goes for sex, sexual orientation, ect. The biggest group of democratic supporters are those that blame their economic condition on society, instead of taking personal responsibility. The only thing the democrats have to offer is that they will "take care of you" if you vote for them. Making your personal health and happiness someone else's responsibility.
Obama will blame others until the day he dies. He isn't capable of admitting his own fallibility. From what I can tell, no congressman or even the president will accept responsibility for any action of theirs.
