In Tank Fuel Filter???

Anyone know the purpose of the in-tank fuel filter on the Dragons? Part of the fuel delivery system.

Looks to be part of the return line. See Pic.

Specifically, what is the rubber valve for? Can I replace with a standard in-line filter?

Left as-is, read it was a vapor sep.

New fuel pump and now won't even stay running. Old pump only had me at 20psi, but at least idled.

I can cycle the pump externally(pigtail in the wire harness) and hear it run. Have to get the pressure checked again I guess and go from there.
