Fouling plugs.
What make of plugs are you using? I have had bad luck with Champion plugs fouling in the past. I use NGK and have not had any problems. Also check your compression on both cylinders with the throttle wide open. If the compression is good, vacume check the engine for any leaks. Aswell as your reeds as previously mentioned. If thats alright maybe theres a problem with the carb's being to rich.
