Headlights/taillights flashing

So while unloading my sled off the deck after day of riding and when it was idleing everthing was normal. But when i revved it up a little to back it off the headlight and taillight would start flashing almost like emergency flashers on a truck. Constant flashing. If i let it go to idle it was fine. Any ideas? Relays?

I visually inspected the relays and swapped the load shed and the EV relays. Still does it

Just figured out it doesnt do it with hand warmers off

Well the two capacitors on the top will build ohms like i think they are supposed too. And the 3 on the bottom do not. Can anyone confirm i did that right? Hold my test leads on the color matched wire and the ohms should climb. After discharging the capacitor

My 2016 AXYS did the same thing, flashed at high rpm and was fine at idle. When hand warmers were off it was fine. Took it to dealer and they found out it was voltage regulator. They replaced under warranty and not it behaves properly.
 
Interesting. I wonder if there is a way to bench test the vr with a multimeter

with some help i was able to find this VR bench check sheet and looks like it might be the Voltage regulator
