Garret WG actuator concern

So I just installed a BD adjustable kit on a new Axys. Standard 2860 with internal wastegate and high boost actuator. This is the second of this exact kit that I have installed this year, both for the same guy. My question is, that the first one would adjust to a minimum of about 8.2 psi immediately. It will now adjust down just below 8. The spring in this actuator is an 8lb minimum I believe, so this lines up with what I know and have experienced in the past (seen them soften down to around 7.5 lb over time). This second kit went up on the hole for the first time yesterday, and we couldn't get below 9.4 psi. Control box was set to 7.6 initially, and then turned down to 6 and we were seeing 9.8 psi for max boost. I checked the actuator arm, and it seemed to have minimal preload, but I backed it off a half turn anyway. After that, we still saw 9.4 psi max. Because of this, and the fact that clutching was not set up for this much boost, we called it a day with only maybe an hour to hour and a half of actual ride/motor time. All boost hose routing was confirmed and checked for flow. The solenoid appears to be operating properly as well.
Has anyone experienced similar issues? I understand that the actuator spring can take some time to break in, and may be a bit higher at first, but I've yet to see one this far off. Do I just need clutch up and ride it more to soften it up? Actuator spring possibly bad/binding/etc? Is there something else that I'm not thinking of that could be causing this? (Only thing I could attribute is electronic calibration)
Thanks

I know on my side kick pump gas. I got a adjustable wastegate. And the measurement from base of plate to end of chrome is suppose to be 3 and 7/16" of an inch hope that helps. If it's less than that it loads the spring even when it's turned all the way to base for base setting boost. Wich will increase the boost if not set properly.

Mine is not adjustable. I had one a few years back, before the Tial and external WG was an option. Wish I still had it right now. Honestly didn't know that came on the sidekick kits, or that they even made those anymore.

Yeah I guess they ran out of fixed wastegates for the sidekick and sent some of the kits out with a adjustable wastegate. Hope you figure out why it's not changing boost for ya. Here's a pic of my kit zoomed in so you can see the adjustable wastegate. The knob is black now with there logo. Can't see it very well in the pic.
