Not that I'm aware of, just like processing a credit/debit card.

Yes, when the sender is sending money have them select "personal" payment. However, they may have to have money in their PayPal account for that to work rather than having paypal process a credit card or withdraw from your bank account.

As long as the sender uses money from the paypal account there is no fee. If the sender uses a credit card or a bank account there is a fee. See my post below for correct fee.
