I can charge my non electric start battery with a tender thru the service port just fine. You might make sure that all the connections inside the fender well are hooked up. If I remember right there is a spade connector that needs plugged together to make the charger port work.

You probably have looked at this but, there was a little connector behind the battery. I believe even on the non electric start models. That comes unplugged from factory and most dealers were not plugging them in during pdi. It's kind of hidden if I remember right.
