Representative David Obey (D-WI) has developed a legislative provision which would delay until July 31, 2001 National Park Service rules banning or restricting snowmobiling in Parks this winter. While we support the Obey proposal, it should be modified to cover the entire Federal fiscal year by extending the effective date through September 30, 2001. The Clinton/Gore administration opposes Mr. Obey's provision and is also trying to exempt the following four parks from the delay (Yellowstone, Grand Teton, Rockefeller Parkway, Rocky Mountain.) If the exemption of the four parks is added, it renders the Obey provision unacceptable.
Representative Obey is the Senior Democrat on the House Appropriations Committee and the key player on this provision. Republicans have agreed to the provision and have also agreed to change the date and keep out the Clinton/Gore four-park exemption. The snowmobile protection provision can be attached to a federal funding vehicle, if congressional Democrats agree, and Obey is the key to the agreement. If Congress adopts the language as presented by Mr. Obey, the National Park Service would be unable to ban or restrict snowmobiles in the National Park System.

Snowmobilers strongly support your provision to protect snowmobiling in National Parks. We believe that your provision must be added IMMEDIATELY to a Federal Funding Bill before Congress adjourns. The provision MUST extend to September 30, 2001. It is our belief that the inclusion of the administration's four-Park exemption would render your provision totally unacceptable.
