The BlueRibbon Coalition has hired a lobbyist to help protect snowmobilers' rights. The Coalition talked with several key contacts in Washington D.C. and the OHV industry before selecting Bill Horn of the firm Birch, Horton, Bittner and Cherot.
Horn has extensive experience on recreation access issues. From 1985 to 1988 he served as the Assistant Secretary of Interior for Fish, Wildlife and Parks.
Before that he served as Deputy Under Secretary of the Interior and in the 1970s he worked in the U.S. House of Representatives on the staff of the Interior Committee (now known as the Resources Committee).
Horn specializes in natural resource law and has represented the snowmobile community in the battle over Yellowstone National Park. He has substantial expertise in wildlife law including the Endangered Species Act.
A major focus of Horn's work for the BlueRibbon Coalition will be on pushing the Back Country Initiative in the U.S. Congress.
