Earlier this month at the National Snowmobile Congress, some special awards were given out. International Snowmobile Hall of Famer, Kay Lloyd, presented the honors.
National Snowmobile Foundation Award
Barbara Collard from Utah was awarded the National Snowmobile Foundation's Outstanding Achievement Award.
She worked for two years with the State Tax Commission to get a snowmobile license plate for the state, she has been an active member in her local club for 12 years - serving as secretary, social director, treasurer, and most recently, its president for two years. As president, Collard was instrumental in obtaining and refurbishing an old guard shack for the U.S. Forest Service to use as a warming hut.
Collard has been very active in the Utah state association for the past 10 years. She has been responsible for setup and scheduling of a booth at the Snow Show for the past three years, and was the power behind the throne during her husband's two terms as president of the State Association.
Collard could always be counted on whether it was running a poker ride for charity, or charity chair for the state association, or collecting information about local club charitable activities, or chair of the Muscular Dystrophy Ride for three years, or being the International Snowmobile Council's Charity Chair for the past four years.

ISC Nina Smith Award
International Snowmobile Council's Nina Smith Achievement Award. Many of us considered her the "First Lady of Snowmobiling" because of her passion for the sport which spanned 16 years. She died unexpectedly on Nov. 1, 1989 and this Award is her legacy to recognize those associations and organizations that do an outstanding job at promoting snowmobiling.
She overcame numerous political and environmental challenges and set the benchmark for each of us to attain. Smith was a grassroots volunteer and was appointed to the National Park Service Task Force on Snowmobiling, the Regional Steering Committee on the Resource Protection Act, the Bureau of Land Management's Citizen Advisory Council, Missouri River Basin Commission, Rural Areas Development Subcommittee on Recreation in Montana and the Governor's Ad Hoc Committee on Forest Resources.
She was a co-founder of the Montana Snowmobile Association and was that group's first woman president. She served on its public lands committee for ten years and chaired their Land Use Committee and was its delegate to the Western Economic Trade Association meetings for many years.
Smith did not confine her organizational talents solely to Montana, but also worked with the International Snowmobile Council as Montana's delegate, vice chair of the Western Chapter, Co-chair and then its first woman President in 1978. She was the first recipient of the International Snowmobile Industry Association's Special Achievement Award.
This year's presentations were from a list of 12 states and provinces. From the Northeast Chapter - Vermont; From the Midwest Chapter - Minnesota; From the Western Chapter - Idaho. Then the Association honored for their outstanding performance in 1999-2000 is Massachusetts.
