Which paddles should be stiffer, inside or outside???

You cut the little tips off the paddles and install #6 trim screws from home depot into the lugs at the thick areas.

Here's my pic of the screws and carpet knife, Craftsman also makes a razor bladed Handi-Shear that cuts in one snip.
