The problem with your plan is that so many people will want to move here, that you'll need more territory. I'd say Alaska over to where the mountains meet the plains in Canada, you'll have to leave the left coast of Washington, Oregon, and most of California. Extending well into Nevada, and over to Denver.
Most of the South will want to join you also. They've been talking about succeeding, since the last civil war.
I would expect the NorthEast and SouthWest to crumble in less than 2 years. Once we cut off the outgoing electricity. This will cause a flood of refugees. So, you better make plans to deal with it now.
Shall the new government be a republic? Based off the same crooked system we have now. Or more of a parliamentary system? How will you protect the citizens from themselves. You'll have be realistic in your requirements to become citizens. Hate to end up not qualifying to be a citizen of the new country you made.
I say we take the constitution and bill of rights, as a starting document. See what parts of the Canandian constitution we like. And clearly express some things, such as the intent of the 2nd amendment. What your country owes you, and what you owe your country. Citizenship is not automatic. I also personally, would like to strengthen the separation of church and state also. And, I would like the powers of the police (etc) to be clearly stated. And, the use of pulic lands. We will also have to clearly define "treason" and the punishment. All of this needs to be expressed in such a manner that common people can understand it. And, if it requires a lawyer, we shoot the lawyer and change the document.
