Steering post
If you mean the one grip is 3 inches further back toward the rider than the other when riding down the trail then yes it cn be adjusted. The link between the bottom of the steering post and the bell crank will telescope in and out. You will need to loosen the locking nuts on either end and twist the rod in or out to adjust. It's hard to get too, probably need to pull the throttle bodies/carbs to get to the one end and the pipe to get to the other.
If one side is closer to the ground than the other then your steering post is bent. Have to replace that. Again kind of a little work but do able. I did the one on my 09 along with the hoop. Hoop was a pain.
