A kit may be the easiest thing to do. Just get it uninsulated that way you can still run power and thin things like that. Add insulation and sheeting later or not at all...save some cash
 
I just built a 16x16 on a slab. Here are some recommendations:

6x7 roll up door
Loft over half the building for storage
At least one window
Shelves...lots of shelves
Work bench
Run power to it

Wood floors rot out, you can get some with plastic floors, if not make sure and pour a concrete floor at the least. There are size limits for sheds without building permits, but nothing seems to be enforced.

I have a particle board floor i think. Takes lots of abuse and no problems.

There are regulations on size, and if they exist I would follow them. Piss off a neighbor and a call may be made to the inspector, or if new people move in and dont want to see it.......
 
It is so much easier to pour concrete, don't strip the pressure treated 2x4's, it will give you something to nail to. You can also have tapered ramps at the door using this option. Of coarse the plastic sheds out there come with floors and roofing and are starting to look quite nice as well. Although they cannot withstand the same snow load. You are quite right about some do good (bad) neighbors whining to the inspector.
