Turns out this is not a service bulletin but rather an optional re-flash. I called a dealer close by to me and he provided the following, but in essence customer is responsible for the cost to re-flash.

There is an optional calibration update available for the model year 2021 and 2022 8000 models. This update can be completed by connecting the vehicle to the Dealer Diagnostic System. Once the vehicle has been identified, the software will prompt you if an update is available for the vehicle. being as this is an optional software update Arctic Cat does not reimburse us for doing it. I would be happy to update the machine but you would be responsible for the fee associated with it. Your selling dealer may update it for you as a good will gesture but you would have to contact them.

Calibration Changes
• Coolant temperature fuel correction at elevated coolant temperatures
• Altitude compensation for elevations below 1000 feet.
• Increased safety margin to compensate for fuel system component variation
