Landlines are relatively easy to trace, telcodata.us is a great site for the geeky phone-tech side of things. Cellphones are much more difficult, I have a Wyo number but live in colorado, really the only way to find an address from that if it's not easily googleable is to go to the provider's database... Could probably get that with some social engineering techniques (TelcoData.us will give you city/state/provider for a cellular #, call customer service and go from there).
