The most likely reason your recoil isn't working is because the pawl isn't able to throw due to all the parts being compressed together when you reassembled it. The snap ring needs to be on the post but not tight against the moving parts. You want a gap between the snap ring and the black part with the o ring.
Cut the snap ring off and throw away.
Disassemble and clean parts with brake cleaner.
Drill hole all the way through the recoil housing the same size as the hole through the post is.
Buy a washer that fits over the post but is thinner than the measurement between the Black part with the o ring and the top of the post.
Buy a fender washer that fits the bolt diameter.
Buy a bolt that fits the hole you drilled and goes through the recoil housing.
Buy a nylock nut to fit the bolt.
If the pawl is worn, replace with new. (red part)
Reassemble without any lubricant, bolt head on the post side of recoil, nut on outside. When tightening down, be sure that the black piece with the o ring is slid against the washer and not against recoil parts. You want slop in these parts, if not it will keep the pawl from throwing.
Test to make sure pawl throws before installing on engine.
The bolt method allows the recoil to work properly and eliminates the possiblity of the snap ring coming off the post which will damage your stator.
