I don't know if the primary grinding on stainless would be real great either. You can buy stuff like that already though.

I fixed it with a thin stainless plate with some 3M double face tape, it strengthens the panel. Very happy with this and cheap to do. On my last ride, I did some ''elevator'' trick in hard wet snow and no clutch mark on panel
