Does it look like I have this plugged in correctly. I thought I followed the instructions to the T.

I would start with basics, back to stock, make sure it starts, then if possible have a "clear" program (no fuel map, all stock basically) and plug it back in to see if you can start it, if all that works then put in a map...
 
that looks ok if the bracket is grounded , I went to the grounds on the bumper bracket bolt. you may want to swap it just to be sure
 
Move your ground!!

If you take the time to look.. the rubber mount that ur ground is mounted too...

Got to move at least to the Chassis ground witch is the stud that comes threw that already has one ground wire going to it .. just to the left in the pic u posted..
 
I made the same mistake a few years back when I installed mine, that is not a good ground location. Move the ground to a good chassis connection and your sled will fire right up.

Last night I was actually looking for an on/off switch on the power commander and also was wondering if it took a little AAA battery. Hilarious.

Yeah the reason why that ground is not good is becasue that plate uses rubber isolaters betweeen it and the belt guard. so it cannot complete the ground circuit.

I am also a strong advocate of adding a ground wire from the chassis ground where the ground wires attach to the belt guard down to the motor. Going to the PTO rear motor mount stud works well.

The stock ground location is poor. The ground circuit must pass through the steering hoop, etc. Many of these sleds do not complete the ground circuit once the rivets, parts start loosening up and then VR's, ECU's start popping not to mention weird runnability issues.
 
did you do the tps relearn after plugging in the PCV. once you load the map and install the PC on the sled there is a TPS calibration that has to be done. You are basically teaching the fuel controller the voltage values at 0% and WOT. The PCV comes preloaded with generic values that are close but might not be close enough. In a nut shell once the software is loaded on your laptop and you have the map loaded on the software plug your laptop into the PC open the tab that says power commander tools > calibrate>calibrate tps. there are two ways to do it. power up the ecu using a 12v battery or with engine running and track elevated with throttle at zero enter the displayed value in the correct box. run throttle to WOT. enter that value in the other box. You're done. This is assuming that your Tps Values are good to begin with
