He put a 2 year cap on welfare benifits for able bodied people.
The reason he did it was because of a huge study that was done.
The study showed that generations of people had and were on welfare. They had childeren because the more kids they had, the more money they got while on welfare. They didn't have to worry about work because as long as they were single moms, they didn't have to get a job. They were exempt because they had kids to care for.
Too bad the instant they could, the dems put SO many exemptions on the bill, it was and is useless.
