No exhaust modifications in NH?

Anyone know about the laws in New Hampshire for exhaust systems. Apparently this year with the season still barely started wardens are already actively issuing tickets for exhaust violations. Anyone know who we should write to help change this legislation, into a law that allows modifications, but with a decibel level limit instead of just limiting any modification at all.

Fish and game laws on Exhaust mods

SOUND LEVELS AND TESTS
Loud snowmobiles and OHRVs are a primary cause of
complaints from landowners and other trail users. Vehicles
powered by “two stroke” engines are the biggest offenders.
All operators are encouraged to ride quiet vehicles. It is illegal
to modify an exhaust system in any way that increases
the noise level.
Snowmobile noise levels must comply with the manufacturer
specifications as contained in the requirements of the
Snowmobile Safety and Certification Committee
approval.Trail bikes and ATVs cannot emit noise levels that
exceed 96 decibels.
OHRVs designed for “closed course competition” may only
be used at OHRV competitions, unless the OHRV is modified
to meet all equipment requirements including muffler, spark
arrestor and noise emissions.
Snowmobile and OHRV operators must submit to a sound
level test when requested to do so by a law enforcement
officer.

The Hell with them its my sled and ill do what i want with it, thats like telling a Hells Angel that he cant ride his bike because it is to loud, i dont think so.

Question for ya'll?

Is it a noise level issue or a modification issue? Several post above includes a line that says you have to submit to a noise level test. If a machine is in it's stock form, wouldn't the noise level be irrelevent?

Also, aren't there different noise levels for different age machines? Older sleds were much louder than newer sleds, not that there are many "old" sleds actually on the trials.
